Project Outline

This project seeks to strengthen institutional capacities and increase the resilience of at least 5% of the population in the Eastern Caribbean pilot countries to climate variability and change through adaptation of infrastructure, strengthened buildings, and enhanced ecosystem services.

Project Description

< Major Project Components>

  1. Capacity building for climate adaptation planning.
  2. Facilitation of concrete adaptation measures in the public sector (priority intervention, due diligence, pilot approach, etc.).
  3. Ongoing mechanism for adaptation of community buildings to promote resilience to droughts, floods, and hurricanes.
  4. Concessional on-lending revolving loans program for adaptation in privately owned buildings.

Potential Indicators of Key Impacts

Expected total number of direct and indirect beneficiaries, disaggregated by gender (reduced vulnerability or increased resilience):

  1. Direct beneficiaries: 13,200 persons (50% of total beneficiaries will be female)
  2. Indirect beneficiaries: 69,000 persons (5% of the total population)
  3. Other relevant indicators :
    • 100 persons trained (target).
    • 90% of beneficiaries are satisfied and believe project-related decision-making is inclusive and responsive.
    • Five knowledge products/public awareness activities reaching 50,000 people, of which 50% are female.
    • Creation or enhancement of three sustainable financing mechanisms, and accreditation of three Direct Access entities in the OECS sub-region to the GCF, AF, and other funds.
    • 300 vulnerable households and 100 businesses that use fund-supported microfinancing to respond to climate change and variability.
    • Nine physical assets made more resilient to climate variability and change, considering human benefits (types and extents to be determined during project inception).
    • 15,650 males and 15,650 females benefiting from adoption of climate resilient technologies and practices.
    • Restoration of 9 ha of wetlands, and 6 km of waterways, and 15 ha of forests strengthened in response to climate variability and change.
